Troubles with 89 Johnson 100

Hello all, I am a new (used) boat owner and have been having a recurring issue with my motor that I thought I would run by. I plan to take it in to have it looked at but would like to be more educated on the topic.

The person I bought it from had bypassed the VRO and was manually mixing the fuel. So I did so myself, my first question is what is the best way to do this mix, it seemed he premixed it 3 gallons at a time shook it up and then put it in the tank. I have been mixing it sort of on the fly at the pump and just wanted to know what is the recommended way to mix the fuel/oil.

My second question is, that intermittantly (some trips to the lake it does it, some it doesn't) the ignition will beep every other second when at high rpms, if I slow down and kill the motor, then start back up it is fine again until it gets up in rpm. I had done some searching online and discovered this is typically related to the VRO, but since he disconnected the system it didn't make sense. Does the motor itself detect when it has a bad mixture of oil/gas? It is possible that since I am doing an at the pump sort of mixing that my mix is off? I can do a better job of that, But just wondering what the recommendations were.

Boat motors are picky, so make sure you pre mix it exactly as per the manual.
