Troubleshooting steering problems

I was hoping someone can tell me how to troubleshoot my steering problem. It is a 1975 (or so) Volvo Penta 280. The steering is very sloppy, 1/2 turn without boat movement. Also, the boat pulls to the right, and tends to lean that way when hit with the smallest of waves (not sure if that is related or not). The stern drive seems to move back and forth too much to me, but I?m sure what normal is. Also, the bearing/bushing at the top of the ?bracket? that is attached to the transom seems worn.

So, can anyone give me any pointers toward troubleshooting this?

Also, how can I tell if the cable is worn? A buddy of mine has me concerned with the disastrous results of this should break.

Just have someone work the play in the steering wheel while you watch what all is and isn't moving. It's probably a combination of evey piece in the steering system.

That's what I was afraid of.

Any idea how to be sure if the steering cable is okay? Many of the parts have been replaced prior to my getting the boat and I don't want the expense of replacing good parts. However, the though of a steering cable breaking is frighting. Also, how would I order one? Is it just a VP 280 steering cable?!?

Do the checking first. I serously doubt it's the cable. The only ones I've ever seen break was because they were froze up at the drive and people forced them till they broke. All cables (even new) have a little play.

Okay, it looks like the only things that are worn are the bushings at the top of the steering fork. Any chance I can get the steering fork out without pulling the drive?
