I think its pretty poor judgement parking a boat on the street not counting the fact that it needs to be moved every 48 hours. If it was temporary that would be another story. If I was a neighbor, I would be calling the city if it was a long term thing.

They make wireless GPS locators that call your cell phone if your kids or pets leave the yard.
Drop one in your boat and you will get a call with a gps location as soon as it leaves the preset perimeter.

My company uses a simalr device to track our portable construction equipment.
Log into a web site and you can follow it being transported across the country.
The box will fit in your pocket and is powered/charged from 12 volts with an internal battery backup.

Google, LoJack, child tracking, pet tracking.

It sounds like you've taken just about every possible step to prevent theft aside of Lojack and sleeping in the boat. I don't see any reason a car alarm couldn't be hooked up to a boat either...not that an activated car alarm probably even turns a head in LA.

If it was on private property I'd vote for charging the trailer with a 120V extention cord

Guy down the streets boat was taken with a coupler lock on it. They just used the safety chains to the bumper. Also where i live if it is a trailer and is not hooked up to a tow viechle after 24 hours it is ticketed. There is a guy a few blocks from me who will back his Mazda 2200 up to his 30 foot trailer while he leaves it on the street. If he ever cranked the trailer jack up the front tires would be off the ground not sure if that falls under the rules.
I would even back my boat onto the grass then leave it on the street.
