Tune-up Specifications - Synchronization

I just finished up a power re-build on a 85' Johnson 60 HP.

In the tune-up specs it calls for C-4.

My manual makes this a bit confusing.

There are two lines on my cam, which line am I supposed to center up and how do I go about that?

I normally centre between the two lines

You need to check the butterflys are closed.
Which is a pain as you will need to take off that front cover with all the screws on it.
Yes what you a doing is correct.
The butterflys should start moving just as that roller is centred between those marks.
Your timing looks nicely retarded against the stop. You need to check that it idles alright at that when engine is in a tank or in the water.
After that just adjust your maximum timing to be what the manual says it should be and make sure the butterflys a perfectly horizontal when your throttle at the control is in full speed position.
And thats it. Mines just outside my door if you want me to look at anything.
