Experience shows us that if you can run 100% positive trim without venting and slowing down at wot then the X dimension can, most likely, be increased. Yes, there is a fine line between too high and not high enough to get the max out of a given prop. Naturally the intended use giudelines come into play as always.
In this case we're lucky to be comparing a 3 blade and a 4 blade of comparable blade design. Sometimes we're not that lucky.
We see a lot of folks trying to compare a 3 blade and a 4 blade at the same X dimension even if they are similar in design. In that case the 4 blade usually comes out looking bad or at least not as good as it could be. That was pretty common when 4 blade props became popular and why most folks thought you gave up top speed in every case going from 3 to 4. Today we know that's not always the case.
