When installing a twin outboard engines on a stern, or a stern bracket, does the position close to the center or apart towards the sides of the boat make any difference in terms of speed, manuvreability?

Speed, no; manuverability, yes. The further apart the better manu....

It will improve your speed if closer together. Look at the offshore race boats. They almost touch. As far as maneuverability it will suffer on backing down with them close.
