I can understand the mixup. News of this mishap brought back memories of that mishap.

What are the odds both would involve a US Sub and a Japaneese ship? :%

It sounds like it was surfacing. This is the most dangerous time for a submarine. When coming to the surface they can't hear very good by sonar, and can't see very well either. Most of the time it is no problem further out in the ocean, but closer to land the worst it gets.

Stranger things have happened. There was an incident in the San Francisco Bay area where a Coast Guard Cutter ran into a bridge. A "Seaman"(or whatever they call their peons) thought he would be funny and said to a reporter, "we thought it was going to raise." Needless to say if he had any pay grade it was gone by the end of the day. ;)

Our Navy has been there for years patrolling to protect shipping in the area.

Read more about this incident.
It is easy to understand how this happened.

What I don't understand is why a Sub was submerged in an area only 150 foot deep.

Subs submerge when they don't want to be seen. Does this help? What is the minimum depth for "running submerged" in a modern sub? Maybe they were coming up because the water was too shallow. ;)

I know an ex sub type dude. I was told that once they submerged they try to never surface. I am sure there are exceptions, but I understood they were supposed to be basically invisible while on patrol.

A sub can easily run submerged in 150 ft. of water. Nomally they don't, so it was more than likey surfacing. With the noise of the waves, and other ships in the area, plus the water being murky. It was blind coming to the surface. They will usually turn around in a circle to try and detect any that might get in the way.(If it can) Called clearing the baffles. What is the draft of a oil tanker? More than 20 ft. deep?. It probably didn't even get it's periscope to break surface yet.

Re: U.S. Submarine Collides With Japanese Ship

A sub can run at what is called periscope depth, That is the sail of the boat is only a few feet under the surface of the water. Just enough to get the periscope, and other equip. out of the water.
