I think you are talking where the exhaust comes out, not sure.
You might be in the same boat I was in. Right before a big fishing trip last month my engine stopped pumping water out the pee hole.
I must have dropped the lower 20 times and reinstalled it before I got it working. First off, the impeller seemed fine. I think it was, but I changed it anyways. I ended up finding 2 problems.
First, the water tube broke off in the grommet at the base of the block. That meant I wasnt getting a good seal at the top of the water tube. I ended up having to pull the head to access that grommet. Its not as hard as it looks doing that.
Second, I dropped the lower so many times I ruined the bottom grommet.
You want those 2 grommets tight if you are to get any water through the block. What I noticed was when I ran the thing I was getting no water through the block, but water was pouring out of a few holes in the midsection indicating it was pumping.
One way you can ensure the pump is pumping is by taking the lower unit, driveshaft, tube and all off. Duct tape a drill to the end of the driveshaft real good. Submerge the lower as deep as it would normally run and turn the drill on. It should pump water out the pump.
Once you know that the pump is working, you are basically left with a plumbing problem somewhere to diagnose.
