I just went through this decision - glass tin or rubber.

If you use your boat for camping (beaching), exploring (beaching), fishing, hate maintenance, have a smallish tow vehicle, don't need to show off a fancy boat, get it full of dirt and sand, then tin all the way.

If you like to cruise, go from dock to dock, like to impress folks with a pretty boat, drink cocktails in the marina, have a V8 tow vehicle then glass all the way.

If you like to get wet and are into diving and patching your boat on weekends, then rubber all the way.

Best boat under 18 is definately a 17' 10" Hondo XH-511T. Good for drag racing, trim trolling OR fishing. Pick your poison.
