under steering wheel is this screw

this guy gets on my boat, steering is locked up... I turn around and he has removed this screw from under my steering wheel.. I didnt really realize till later he had taken it out,, and never put it back inI looked at it and its not threaded into where it was, I think I have it in right now,, what is the screw.... I can take it loose with my fingers,, it has a head that you can use year fingers to take it out.. any ideas... ?<br /><br /> thanks

That is the steering friction screw .When is the last time you used this boat?Don't panic .We can fix this.

last time I used it was last week,, but when I gtot it in the water the steering was locked up.. So its been its been 2 months since its been used..Starter problems... <br /> So what is a friction steering screw? what does it do? I think I got it back in but not sure.....

I doubt that that steering friction screw ,or your buddy are at all responsible for your current trouble.More likely is that your steering cable has seized itself into the tilt tube that it goe's thru. Disconnect the L looking tie bar that connects to the engine.Engine turns freely by hand? Then no problem there.Then remove the big nut that holds the steering cable on the tilt tube.Go to the helm and turn the wheel,carefully while watching that nothings getting bent.Steering will likely be free at this point which means you are froze up in the tilt tube.
