unknown spring in bilge volvo 3.0GSP-B

I recently pick up a 2000 glastron with a Volvo 3.0GSP-B. Found a spring with a broken hook in bilge last night and can't figure out where it should be. Lighter in photo is for size referance. Thank you for any help anyone can be with this.
