unknown water pump part 1972 25hp evinrude

I recently dropped the lower unit off my motor for repairs. Then a piece that is plastic with a metal water flapper fell out of the upper water tube. One side is cupped with the flapper at the bottom and a tiny hole below it. Not sure which way to put back in. Does cup face lower unit or towards powerhead? Also how far up shoul I push this piece. I looked in the service and repair manual but coulnt even find this piece. Is it even necessary?

i believe that is the water tube grommet, into the power head, but have no idea which way it goes in.

I might have found out what it is. The diagram is not to clear, but looks like exhaust housing restrictor. Hopefully can just push back up in there. Looks also like the cupped part faces upward. It looks somewhat like part 6 in the parts for exhaust housing.
