jonesg is right you have a air leak somewhere in theroey think about it a carburater sucks more air than gas but it has to be the right meassure if you suck more air it will overreeve and also suck alot of gas

I wasn't having a problem of over revving, mine wasn't getting any rpm out of it, and was surging upward.

No surging at all hooking it up to a gas can.

I tore the floor above the tank up. And like stated in this thread before, I found the check valve on the fuel tank fitting, sure enough I could hardly blow any air through it. I elimintated that valve with a regular fitting and now the motor runs perfect!!! I also replaced all the fuel line just to have new stuff.
