when rocker-up in the nav position, red/green/all-around/console should be lit, correct? Red/Green are not--- is it possible i need to start the motor to get those powered on?

Anchor should just be the stern light on. Nav should be the red/green and the stern light. It would be odd to have to have the ignition on for those to work.

You nailed it. Corrosion on the wiring on the red/green lights- used some contact cleaner and etched it with a screwdriver, replaced the lamps and they came right on. Thanks!

Although I have yet to find stern lights, although I have wiring labeled for them going to the nav switch- nothing comes on.
