Upper lower unit drive shaft seal replacement MR drive

Can I replace the seal that the splined part of the lower unit drive shaft above the water pump goes through without removing the upper unit gears. I wondered if it can be pulled down when the upper and lower unit are split. This is the seal that is just below the the O-ring that is not supposed to be used anymore. If so how do I do that.

If your not leaking gear oil, Yes pull it down with an appropriate tool and install the new one using a 1/2 drive socked installed backwards on an extention. If your leaking oil then that seal does nothing to stop it, the upper one is for oil control

Thanks for the reply. Any guidance as to what kind of removal tool I can use? Like a threaded rod with a washer?
