Upper shift arm seal

i am having to replace the seal that sits under the shift arm circled in yellow. Does this go in flat side up and spring side down or vice versa?

On a lip type seal, the lip always faces toward what your trying to keep out. You don't want water and exhaust gases into the shift arm area, so lip faces down

ps. The screw in that arm can be a bear, and want's to strip it's screwdriver slot. Since you're replacing the seal anyway, get it very hot with a heat gun to soften the Loctite that was (should have been) applied to the threads.
