upper water tube grommet inspection/replacement - help

All I want to do is inspect/change my upper water tube grommet on my 1989 9.9 HP Johnson, J10ELCES motor, electric start with remote steering. My SELOC manual does not cover this repair. I am assuming that once I get the midsection/exhaust housing off I should be able to get to this part (#330426). However, I am having a problem removing this housing. I have removed the lower unit from the mid section. I have removed 6 bolts that mount the exhaust housing to the power head. I have removed the two upper exhaust mount screws (#319125), one on each side near the top. I don't think they needed to be removed, but I did just in case. I have sprayed WD40 into the rubber seal area where the engine sets on the steering bracket and where the housing connects to the powerhead. It appears that the exhaust housing should be able to slide down and out off from the steering bracket, however it will only separate a few inches and I see no way to slide it off because of the internal exhaust components.

Is there any bolts that I am missing? Does the power head actually need to be removed from the lower engine cover to get to this grommet?

It seems like the powerhead with exhaust components attached can be lifted straight up and out from position accept that the wiring to the solenoid junction box is keeping it from moving very far.

Does anyone know what is the quickest/easiest way to get to the grommets? A boat repair place told me that the upper grommet could cause my water circulation problem if it is not the water pump. The water pump was rebuilt last year and there is no blockage in the pee hole. I thought before I try to repair the water pump again, I might as well check the condition of these grommets.

Any help is appreciated.

That grommet is a real PITA in my 6hp but the powerhead and inner exhaust come off easily (now that I know how to do it!) although some of the wiring is a nuisance.

Before going any further it might be worth checking to see whether or not you can get a good water flow up the water-tube and through the power head from a hose. If you can't then the grommet may well be blocking the top of the water tube. If you can then it is not likely to be casing you a problem at the moment.
