Upper water tube seal

I recently dropped a lower unit for a pump change. The water tube was stuck in the pump and Im uncertain if the seal is still up in the exhaust housing/engine or how it seals up there.

I notice on this schematic that theres a washer (part 72) that looks to be near the top.

And theres a seal (part 21) here aswell I dont know if this is for the water tube tho.

Is it one or the other or both? And can these be installed without having to take the powerhead off?

The top end of the water tube has a washer, and then the rubber grommet placed on the end of the water tube. This water tube with the grommet on the end, slides into the hole in the exhaust housing. If the old grommet and washer are stuck up in the exhaust housing, a straightened out clothes hanger, and a drill with a gun cleaning rod and 12ga. brush in the chuck work good to get it out.

When you reinstall the lower unit, put the water tube in place in the exhaust housing and then raise the lower unit into position, install a couple of lower unit bolts holding by a couple of threads, then use a couple of screwdrivers as pry tools, to push the water tube into the water pump grommet. Tighten up your bolts and you are good to go....
