v8-300-C Steering failure

Getting the following error at random, when it happens, I lose steering on the STBD engine. I shutdown the engine, restart and the problem goes away. Then comes back.
IMPORTANT: Steering Failure. Steering Actuator Fault.
MID: 164 PSID:137 FMI: 11 OCC 2 Status: Inactive

I checked steering fluid and was full.
V8-300-CE-M
EVC
Transom Assembly: TSK-C-42

It seems to be more electrical than anything else. Any thoughts? Dealer is backed up for weeks......

As a follow up in case anyone is searching for a similar issue. Not sure it's completely fixed yet, but I checked all power supply cables, reseated them and re-routed the hydraulic lines from the Stern Drive Unit (brain) to the actual hydraulic cylinder. The stbd engine had the hydraulic lines routed in a figure "8" with really tight turns. The port engine just had one "U" with a larger radius. So took everything apart, re-routed, reseated all power supply connections.

Have put 3 hours on the boat since the work and it seems to be holding without the steering failure errors.

Let's see if it holds or if it's actually a sensor that needs replacement.
