Vacuum switch

What does a vacuum switch do. Can the go bad. And what do they do when they go bad. I'm has a small pin hole on top part which looks like it was made that way. It sometime squirts fuel out of it, but not all ways.

It trips the horn when you have a high vacuum on the fuel pick up side of the fuel pump. If fuel is coming out, fix it as it is a fire hazzard.

I was wondering if anyone's has done this before or seen it happen. The pin hole looks factory made. So just wondering if it how it was made. Thanks C
