Some of you may know about my wonderful neighbors...(insert sarcasm here)

Well, this morning before work after a night of heavy rain I decided to go check on my little homemade flats boat because I had a feeling that I may have left the drain plug in... I did not..

Upon first inspection I saw what looked to be bird droppings all over the topsides.. There's a wire overhead that birds frequently sit and **** on, so, cursing at the dang'd ol' birds, I got the hose, a brush, and some cleaner to tidy it up a little..

Upon closer inspection ,because, mind you, I'm still half asleep and because the cleaner and brush ain't cutting this stuff; I find that it's tar or something to that effect and it's all over everything... The boat deck, the driveway, the fence, everywhere, spots of tar like someone flung it, everywhere... Little spots like 1/4" to big stringy spots 1 1/2"..

Tried several things to remove it and the only thing that works is WD-40... It cut some of it off the smooth surfaces, but since the boat has sand texture on all the deck surfaces it's not comming off and I'm scrubbing HARD...

I decide to look over the fence and my neighbor (he's an ok guy and we're on good terms, for now) has a bucket of the stuff sitting in his yard and it's all over the place over there too, and theres a hole where it looks like someone tried to dump the stuff in the ground and cover it up.. I have a feeling that he or his son is the responsible party for leaving this mess, and of course, nobodys home..

Got the police report and I took several pictures of the boat and the mess in the neighbors yard... Have half a notion to call the EPA or somebody, cause I'm thinkin' ya should'nt be dumping that sort of stuff in the ground...

Now question is, WHAT HAPPENED? Is this an accident or not? And if it was an accident why did he not come to me and say "hey, I think I got some tar on your boat".. Of course I'd have been slightly upset, but it may have made cleaning it up much easier... I plan on asking him as soon as possible... I don't want to start something, as my time living in this stinkin' city is limited so I want to make the best out of it, BUT...

I plan to make him PAY $$$$$ one way, or the other...
