Check coolant color and condition. Long life OAT coolants turn into mud when neglected and the first sign of this is a heater not working or making gurgling sounds. Thermostat does not control heater as heater water is bypassed around a closed thermostat.
Since the your engine has to be speeded up to gain heat I would guess a plugged up heater core.

Sorry for the delay. Active duty and on the run these days. Here's the deal. Those of you with coolant level advice hit the nail on the head. I had a slow leak on the coolant line leaving the turbo. That particular connecter is of poor design and according to the dealer and a few other chat boards is a common problem. So, the fluid leaked slowly enough that I never noticed and eventually there was not enough flow to heat the air unless the RPMs were up thus pumping the little bit of fluid left over the exchanger. Problem solved. $200 at the dealer. Not to big a deal as far as I'm concerned. Better to have found it that way than to have over heat the engine!
