Merc used to make louvered wrap cowling for their "XS" models. I don't remember any velocity stacks, but I am sure someone tried it. The problem is that water will splash into the carbs along with the ram air, unless it is a real tricky design.

The XS cowling just "wrapped " the engine in cool air and did not really contribute to making any HP. A velocity stack really is for looks and does little for air flow or HP. Back when I raced a Land & Sea velocity stacks when tested and all it showed was it reduced intake turbulence and increased CFM about 5-7 CFM on a stock engine/intake which was really no improvement. To improve power you need it increase air flow in and the stock inline is just to restrictive. Here is a picture of a Merc 650 3 cylinder intake and carbs and notice that he tilliston carbs have stacks and the intake is running a V-6 225hp 14 petal reed block. This motor with this set up made right at 100hp....
