Very High Idle Help

This may seem like a stupid question, I have a 1996 90hp Mercury I was reconnecting the shift cables to the control box and engine. My question is concerning the shift cables from the control box. I just throw the cables on. Does it matter how these cables are put on the engine.. The reason I was asking is because I have a very high idle that I don't know where its coming from... Any help would be greatly appreciated...

One way to find out is to disconnect the throttle cable and see if it idles correctly. The cables are adjustable.

Of course it matters.-----The cable that moves first is the shift cable and is to be hooked up to the shift linkages.-----Work carefully and think this through.
