Volvo 270 steering?

Okay, I have searches the forums and not found very much so here is my issue:

I picked up a 1966 Lone Star that has a Volvo Penta 270 stern drive. At low speeds it is one finger steering both ways. At 7 Knots (1600 RPM), it turns to port with one finger but turning to starboard requires both hands and considerable force.

The bearings in the gimbal need to be replaced (sloppy) but I am not sure if that could account for the asymmetrical forces. The cable seems free enough (at low speeds). A friend says all Penetas are like that but I can't believe they are this hard or people would be ripping them out!

Ideas? Thoughts? Anybody?

The exhaust outlet housing on the back of the drive, is also the trim tab and can be adjusted to neutralize the steering effort.
