Volvo 280 leg won't go down

My dad is having problems with his Volvo 280 leg. He anchored in shallow water so he raised the leg and when he went to leave it wouldn't move down. So in order to get home he pushed it down, but even than it would't go all the way into the proper lowered position. The light at the switch to raise and lower was very dim during the troubles.
Any idea what it could be?

Since the light is dim, I would bet on a corroded/dirty connection in the wiring somewhere.
Just getting low voltage to the relays so they won't work.
Start checking all the wiring connections.

Great, I'm going up tomorrow to help since he's not mechanically inclined. I don't know anything about boats but have a background with cars. So is it an electrical motor which raises and lowers the leg?

yes. it runs a worm gear that pushes a shaft down to raise the leg and retracts the shaft so the leg falls. reverse lock will only engage in the full down position. if you look at the gimbal ring on the port side you will see the striker plate where the tilt shaft hits. the motor is at the back of the engine on the port side.

Here's a wiring diagram that might help.

I hope you didn't go to fast with the drive up. It is real easy to strip out or bend that worm gear. Trust me I learned that the hard way. Like Don says it is a bad connection or a bad relay. One or the other and both are a easy fix. From my experience, get to know your local Volvo dealer. Those damn tilt systems break all the time. I guess it has something to do with there age. Most are over 25 years old.
