Volvo 280 Outdrive UP!

I have a 1986 Bayliner Ciera Chevy V8 280 Volvo Penta Outdrive. <br />OK I posted earlier about wiring issues for my outdrive (had ground and continuity issues).I fixed all the wiring issues that dealt with the out drive mechanical lift (not hydraulic, electric). I'm getting power for the up and down on the outdrive. However the outdrive goes down fine, but when I try to put it up it can't do it. Really weird but I can lift the Outdrive all the way up and take the weight off the lifting mechanism and the lift motor goes up, catches up with the outdrive and then stays up. So basically once you have the outdrive down you can lift it freely. Is there some sort of locking thing that has to happen to where it will pull up the outdrive? Does this make any sense? Any help Please?

Ok think I'm not allowing my Outdrive to go down all the way to engage the lift. I guess it has to do all the way down for something to catch and bring it up. That would explain me being able to pull the out drive up by hand and then bring up the motor. Does this make sense. Sure hope that's all it is.
