Lacking a lot of info Robert. 280's typically don't have trim at all. Do you have a 280T or 280PT?
If not, you have only a electro mechanical lift for tilting the drive up and down.
Assuming the standard 280 with the electro mechanical lift, does the electric motor run in the down position but the drive remains up? If so, it may just be corrosion between the pivot pin bushings and the housing squeezing on the pivot pin.
With the boat out of the water, you should be able to put the shifter in forward, lift the drive by hand and let go and it should drop down under it's own weight.
