Volvo 290A Outdrive Not Raising or Lowering

1986 Volvo Penta DP 290A outdrive. Was working well in the lake yesterday and suddenly stopped working and is stuck in the 16 position on the trim guage. You can hear the relay clicking when using the switch in the up or down position. Looks like there are 2 relays on the pump motor. One is marked # 899548 12V 40A.

Would appreciate any feedback where to start. As soon as it cools down this evening I was going to look at it. Planning to start by checking power to the switch and pump, check the ground and then ????

My Clymer manual doesn't offer much help.

Looks like the main 55A fuse from the starter to the trim pump is blown. Will look for one tomorrow and hope thats the problem. The fuse is what plastic looking with two 10mm nuts to connect the power cable to the starter hot.
