volvo 4.3L trim sender gage not reading correctly

My trim gage was not working. I replaced trim sender. I can move sender by hand and gage moves up and down. When I install on the outdrive the gage does not move to down position. Sender moves 1/4 turn from up to down by hand. When installed the sender only moves about 1/10 turn and gage does not move. Makes no sense. Is my new sender BAD. Any help please. Im a bit ocd when stuff don't work.
