Volvo / Holley - Electric Choke Question

While doing other in garage maintenance this afternoon, I decided to adjust/check the electric choke on my '04 Volvo 5.0L with 2bbl Holley.

Set the closed position and checked the throttle linkage for full operation then turned the key to run. After several minutes the choke butterfly had not changed position, does this engine have to be running for the choke spring to get voltage?

We purchased this boat late last summer, and the few times we had it out there was more soot on the transom than I thought there should be, and warm restarts after setting (1-2hrs) were also a bit of trouble. Cold and hot restarts (changing skiers) and other running were great though.

Yes it needs to be running.
The power for the choke comes from the AC tap on the alternator, not 12V power.
That way, you are not using 12V power from your battery all the time the engine is running.
