Volvo Penta 280 wont come up.

My outdrive will not tilt up. I hear the motor spinning but it doesnt try to come up. The motor is turning at normal speed. New to boating would appreciate any help I can get.

Ayuh,... If it's Hydrualic lift, check it's oil...
If it's mechanical, it's probably a stripped/ broken gear...

The motor and jackscrew has a built in clutch. It's also possile the reverslock is not UN locking when you are trying to raise the drive. Reach under the drive and manually release the lock, and make sure the drive can be easily lifted, if it will lift easily, then block the drive up slightly and see if the drive will come up with the switch. If it still won't raise with the switch and the motor runs, you my have to add some shim washers to the clutch to strengthen the clutch.
