The 5V reference comes from the ECM but any one of the sensors that use the reference can cause the voltage to be low if they are pulling to much current.
Turn key ON and while measuring voltage disconnect each sensor one at a time and see if voltage comes back up
Low voltage at the fuel pump can be a bad connection or a bad pump. The ECM applies a ground to the FP relay and the relay supply's power to the pump
