Volvo penta aq130a stalls and wont restart after warming up

My boat has a Volvo penta aq130a with the twin Zenith Stromberg carburetors. Ever since I bought the boat I've been having this problem, the boat seems to stall at idle as soon as there is any heat in the system ( like after running for a minute or two) but as long as I give it some throttle it will stay running and I can speed around as long as I don't bring it down to idle. If I do bring it down to idle it will stall and when I try to restart it, it won't fire. If I pin the throttle it will try to restart and it will try to cough to life but it won't make it. Have to basically let it cool down most of the way so then I can restart it. I want to say it's vapour lock because of the fact that I replaced my entire ignition system ( distributor cap and rotor, new points, new capacitor and new ignition coil) but i don't know. I was also having problems with water in my fuel tank so I changed to a new fuel tank and I'm still having the reoccurring problem. I've gone through both the carburetors and balanced them, runs great when it's cold but not when it's warm. Anyone have any ideas?

You said you have the carburetors balanced, does that mean that the throttle blades are sychronized ? If not then you have to be sure that they are.
What year is the engine?

Both the carburetors are synchronized, idle screw, the mixture screw and the plates/blades whatever you want to call them. I had to retune them like three times because I had to replace a bunch of O-rings and put in new floats.
