Volvo Penta installed, no power steering

Just installed a nearly new Volvo 300 B (5.7L) with a DP-SM outdrive and I've got no power steering. Actually, it feels like there might be a little power to the steering when the boat is up on step at 3000+ rpm, but at idle, it takes weightlifter arms to crank it.

Prior to installing the Volvo, this same steering cable worked perfectly with the old Bravo III outdrive.

I read up on how to bleed it (engine off) and spent some hours working on that with no success.
Thought maby just driving it and using it for a while would burp-bleed out any air, but I drove for over 2 hours and really used the steering a lot (pulling crab pots) and still nothing.

I disconnected the smaller fitting that goes into the actuator (from the pump) and fluid came out when I turned the wheel. The reservoir is full and there does not appear to be any leaking whatsoever.

Pulled off the steering cable pin where it attaches to the actuator and worked that around a bit. Lubricated the cable and really worked it around. Wasn't easy to turn the wheel with the cable disconnected, but I'm not sure it's supposed to be. The outdrive turned pretty easily with just one hand when the steering cable was disconnected. Worked the steering ram a lot by hand while the cable was disconnected, it moved fairly easily.

Every once on a while when it's running and I'm turning the wheel it it feels like the power steering kicks on for a fraction of a second, and then nothing again. It's also a lot easier to steer when up and running on step.

The pump isn't making any bad noises... in fact, it isn't really making any noise at all, and I don't hear any change of pitch from the pump when I crank on the wheel like I would expect.

What do I do now???

Are you using a Merc steering actuator on a VP DP-SM drive?

So its the steering cable that is the same

Might be an issue with the cylinder. Have a look at the link to see if it helps

I'm guessing something inside the cylinder, although I'm wondering if the wheel shouldn't turn easily with the steering cable disconnected from the actuator, or the actuator disconnected from the outdrive. I removed both pins separately and tried ti both ways and the wwheel still didn't turn easily, even though I can literally turn the outdrive from the inside with one finger.

Moving the drive with one finger doesn't sound right. Even a Merc your unable to do that

The cable should move a valve inside the hydraulic cylinder. When the valve moves it allows pressure from the PS pump to move the drive. The move the cable moves, the more the drive moves. If cable stops, the drive stops

Even though the cable worked perfectly well with the Merc before I switched over???
my steering cable was fine when I pulled the motor and rusted up from non-use. same goes for one of my shift cables. after the switch, the new steering cable can be pulled in/out with two fingers

Rack and pinion cable?
Mine is rack and pinion and I can't imagine 2 fingers...

Also seems like a HUGE P.I.T.A. to try to rethread a steering cable from the helm to the back on my boat (Trophy 2359). It was a miracle we were able to string the new shift and throttle cables and the steering cable is WAY thicker than those two combined.

yes, rack and pinion.

if you dont believe its the cable, disconnect both ends. should be able to move it with only two fingers.

when mine froze up, I couldnt pull the inner cable even with my truck

steering cables last about 15 years

Yep, steering cable it was!
Between snaking the cable back to the back and fighting the rack through the dash wiring, it was no fun... but it's done!
