VRO already removed when I got it, won't idle

VRO has been removed and it has fuel pump 438559 on it. From what I read this is not enough fuel for wide open throttle.

Yet I have an interesting problem. I just rebuilt all 4 plastic carb bodies, all new fuel line, float levels set per spec, jets all clean, etc. I can only get the engine to start if I open the butterflies wide open, like it needs air. Once it starts it pops around rough and smokes a ton of smoke. Kind of seems like it's getting too much gas at idle. It did this before I performed any work on it. I just assumed it needed carb kits but apparently something else is wrong here. I went over the linkage adjustments today as well and still nothing has improved. The idle screw was in all the way so I screwed it out but nothing changes here either. I'm guessing the idle won't improve until the fuel situation is resolved.

Any ideas?

You didnt say what year motor this was. It's possible the primer is in the manual - rope start position. Does the front of the motor have a red plastic lever about an inch long?

This is like an electric choke only it feeds fuel straight into the intakes. If so turn the lever 90 degrees and try again.

I'm working on trying to get the engine to idle. I was thinking the fuel pump was making things too rich but after reading around it seems the opposite way..at least at WOT.

I have rebuilt the carbs. After I posted this original thread, I went out and took the carbs off to have a look at the float position. I found 2 of the carbs with cracked bowl assemblies around where the metering jet screws in. What's odd is I never saw this area leaking fuel from the carb. Anyhow I guess I have to order some new bowl chambers and I might as well make it 4 total as the other 2 may have been cracked and I didn't see them.

The red lever is there, at about 9-10 o'clock.
