I just pick-up a 70hp from a guy who wanted it out of his yard. I was originally interested in it for the lower unit but it is very clean. I would like try to get it running myself. I have the controls but the wiring harness was cut. Is it ok to jump the starter directly? I plan to give the cylinders a little lube and feed fuel mix to the carbs. Am I missing anything?

I've got an '86 70 hp and had to jump it at the starter when I suspected the wiring harness was bad. Short answer: yes, you can jump it across the starter and see if it will fire/run. If it runs, shutting it off is a trick. If it's got the electric fuel primer, you can turn the red lever and it will shut off, if the older motors don't have it, then I'd say you can pull the fuel line off at the quick connect at the engine cowling and let it run out.
The real mechanics here can probably give you a better/easier way to shut it off without the wiring harness connected.

go up to the sticky notes at the top of the page and read awaking a sleeping outboard. Great info there and will save you a lot of time.

You will need the wireing diagam because you not only need to stop it but you need to power the cdi box and that may need two or more wires. Just googal it and you will find some one will have the diagram on the internet.

Thanks, i am working on getting it where i can work on it. Would it be OK to butt splice a wiring harness together as a temporary measure?

I cleaned the pos. Cable from the starter and solenoid. The starter wont turn fast enough. Is there anything to try before replacing the starter?

Check your ground (-) cable as well. It's just as important to be clean and corrosion free.

If you have both ends of the control wire with the plug then yes there would be no problem with a splice.

Ok. I checked and cleaned all connections and removed plugs. When i removed the plugs the starter turns the flywheel fast and i can see spark on all 3 plugs. I can also hear the full stroke cycle on each piston. Any idea why the starter wont work with the plugs in? There seems to be resistance but I dont know why. Thanks for the help.

Have you tried it sense you've cleaned the wire connections? With the plugs in.

Yes the starter wont turn the flywheel at all. Starter will turn the flywheel fast without the plugs.

Check and make sure you have the right plugs in it. If the wrong ones and too long the piston will hit them.

I changed the starter but the starter doesn't turn fast enough to turn the motor over. Could this be a solenoid or powerpack issue? How do i troubleshoot it?

Get a multimeter and set it to DC Volts, put the red lead on the + and the black on the - were they connect to the engine. Have someone turn it over (start) and see if you are getting 12 volts at the meter. If not then the problem is either with the battery or the cables going to the engine.

I bet that you don't have a fully charged battery. Fell for that once myself. Showed charged but when I load tested it the volts fell to around 8. Try a known good battery.
