I'm considering buying a 1974 renken 14'8" boat with a 1985 mercury 4 cylinder 50hp 2-stroke. talking with the guy over the phone he said that the bowl on the upper carb is striped. What does this mean???

If you mean "stripped" rather than "striped", it probably means that the threads are stripped where bolt, item 12 in this link, fits into the body of the carb.
