warming up a 2 stroke

I have been having trouble starting up my '94 20hp Evinrude 2-stroke. Once it gets warmed up it starts first pull, but the initial 2 starts take a good 9 or 10 pulls. I am new to outboards and 2-strokes in general. Does anyone have any recommendations or theories on what is wrong here, or is it normal for older 2 strokes?

pump fuel primer bulb till hard. in neutral, throttle turn all the way open, choke out, 3 pulls, choke back in 3 pulls. should have started by the 6 th pull. one pump of bulb, is not getting gas to the carbs.

So I actually leave the throttle open all the way when I pull it?

Open the throttle as far as it will go with the shifter in neutral. It won't open all the way.
