warmup lever

ok guys something happened to my idle lever. i am running twin 30hp 4 stroke 2003 evinrude motors. one side, when i put the warmup lever up the choke part in the motor doesnt move. its suppose to bend to let the gas in but it barely moves. how do i adjust this to make it sensitive again? could there be a bad wiring? also when i am driving the boat the same lever when i put it into gear it jumps and then when i gas it the lever doesnt do anything till almost 3/4 of the way then it speeds up slowly and becomes real sensitive. is the wire stuck or something? the other motor lever is fine it is sensivity from the get go. any advice will be terrific. thanks
