You can buy the plugs at rockauto.com.

Your throttle linkage is facing the port side of the boat right? Cable comes from the rear of the engine right? Hard to tell from your pictures.

Bruce has a point, looking at the numbers on the intake of the (Not Blue) picture, it looks to me like the throttle cable is coming in from the front of the engine. It should be coming in from the back. Never seen one come in from the front before.

take another picture of you engine from above but take it so we can see the entire engine.

So when you advance throttle at the helm control, does the cable at the engine push or pull?

It push put the carb wants to be pulled... So with the cable in front of the motor they both work together... Them pics was taken with my iPhone I will try it with a real cam...

You need to switch the arm at the helm control then. There are two arms. You have it on the wrong arm.

So...that control won't work and you definitely can't mount the throttle cable like you have done.

Looks to me like the carb needs its linkage flipped, or if there is an attach point at the bottom of the linkage, so that it can push from the bottom of the linkage vs pulling at the top.

Only other recommendation is get a control that allows either push or pull when you apply throttle or take it to a carb shop and see if there are other linkages available thay can replace on there.

Is that a marine carb?

It looks like you are missing an adapter plate as in this pic. Reroute your cable and fix the throttle cable action at the carb.

And your carb rust is simply from humidity and steel. hard to fight that except with paint, or anti-corrosion stuff like wd-40, oil or any number of products to seal out oxygen/water.

also like to add that you are smart to get this right. throttle and shifting control are critical for safe boat operation.

I noticed in you pictures you don't have a cable clamp on the motor, where you see mine has a clamping feature that is mounted to the motor and secures the cable so you get predictable action at the carb linkage. Then the adapter plate gets the force going the right direction.

This is all stock on my motor. different carbs, yes, but it seems like what your arrangement is missing.

good luck! oh and nice tarp, mine is green :)

And notice how in floattest's picture, the carb linkage operates from the bottom. That is what yours needs to do.
