Just plunked 1989 Bayliner 2655 Ciera in the water and noticed water coming in from the upper drain into the lower part in the bilge. I will try and post a pic. Where would the water come from coming out of the upper drain hole?

because you have a late 80's bayliner and the transom and stringers are most likely rotted.

water from outside your boat is coming in somewhere.

some potential locations:
  • the transom is so soft that the transom shield seal is no longer able to do its job. however water would be coming in thru the key-hole
  • you could have bad bellows, which would be taking out your u-joints, however then water would be coming in thru the transom shield and bellhousing
  • the most probable, you have a crack or hole in the hull somewhere allowing water to come in. from the location, my guess is under the boat somewhere
