Water coming out everywhere

1994 Mariner 25hp.
Just bought the motor and had to buy a reconditioned lower unit. Wasn't cheap. I am a first time boat owner and don't know alot. Attached is a picture that shows the 4 areas that water is coming out of when running circled in red. Is this normal? I know I am suppose to have the one stream from up by the power head. There are holes there for all the others, but don't understand why water is coming out of them.

This water comming out is normal as the motor is not in the water deep enought as it would when in the river or lake. The water comming from the highest point is the tell tail as it should. The water from the next down is from the exhaust ports and should have water comming from them till the thermostat opens up and lets water flow thru the motor faster and come out the prop center. The two lower holes helps keep the LU cool and should flow water from them. Anytime you run a motor in a barrel the water in the barrel needs to be about 6 inches above the cav. plate as that is where the water on the lake would be when setting still. It also helps prime the water pump in the motor as the pump will be below the water then.

Thank you oldman570. not sure if all that was suppose to be happening and it may have been missing a seal somewhere or something.
