Water coming out of outboard motor head???

Hi guys,

Firstly i have to apologise as i know I have a 2.3hp new concept outboard that is giving me issues. It's an air cooled motor but I think it's kinda water cooled as well as it has the water inlet holes on the lower unit and it has an idle relief port on the upper leg, but it doesn't have a water outlet on the cowling. I have read and see that water and exhaust come out of the idle relief port, but water seems be going past that level and coming out of the the head of the motor. On one motor it was coming out of the gasket joint and on another motor (same kind) it seemed to be coming out of a joint where a copper exhaust pipe was feeding down into the head of the motor. Does anyone know why the water would be going past the idle relief port?? And what can i do to stop it. I was thinking of taking the idle relief port cover off to allow better flow??or is it possible to block the water from entering all together or will that cause it to overheat. I had a massive arguement with the sellers of the motor today as they said there was nothing wrong with it, which even with my limited knowledge, i know that it isnt suppose to do that.please help

Sorry for my broken English at the begining, i cant seem to edit my post but it's suppose to say (Firstly i have to apologise as i know very little about motors and don't know the names of parts that well so please bare with me.)
I have found that the lower unit gear case was unbolted and open(dont ask me why or how as i dont know but i'd say the previous owner opened it and didnt close it up before I got it), letting all the oil out and obviously letting in water also. Could the water have gone up the outboard leg through the gear casing on the lower unit? Maybe thats why there was too much water getting in there, coz it was coming in there also?

Hi again,

some more info. The motor is air cooled but has a water cooled exhaust. I took the head off and couldnt see any probs with the gasket except the fact that the bolts weren't tight, so i put the head back on and ran the motor in a bin today, a decent size one thats deep which would give a close simulation of using it on the water. No water came out of the gasket seal this time but when i was done i put the motor in the car (laying it down) and water came out of the cowling somewhere, so I tipped the motor upside down and alot more water came out of the head somwhere but when i took the cowling off I couldnt see where it had come from.I wondering if maybe the water is actually stuck in the leg of the motor and is unable to drain out, and when i tip it on its side it rushes out then???Also i took the cover off the exhaust idle relief port to allow more water to exit easier, cause when i'm at a 1/4 or more throttle, a fair bit of water comes out of the port and i think the cover wasnt allowing the water the exit quick enough. ALso checked the spark plug and it is black and oily on bottom and clean as a whistle elsewhere so thats normal and the cylinder looks fine inside the bit that i can see so I dont know. I also attached some pics, you can see where salt has built up on the joints. I'm wondering if thats why the water is allowed to travel so high cause there isnt enough pressure.
This issue is really doing my head in. Any info would really help.

The brand name is New Concept. Serial No. is T2.3BMS2012020026 dont know manufacturing date. I got a 2 page manual with it lol
