Water Flow

I just bought a boat at the end of last summer. Had it out a couple of times without any overheat issues. I have a 1970 Johnson 85. I just installed a tell tale indicator using posts from this forum. I put the lower unit in a large tub, filled with water, (made sure water was above intakes) and started the engine. Ran in for about a minute and had no flow of water or air pass from indicator. Tried with muffs also, no flow.
Took the lower unit off. The impeller that was in there looked brand new but I replaced it anyway. After I had it all apart I think I realized the problem.

The thermostat had not opened yet. Does anybody else agree? I haven't put the lower unit back on the motor yet. I want to get some idea that my assumption is correct. I haven't taken the thermostat housing apart yet.

Depending on proper installation of the telltale, then yes I'd agree 1 minute probably didn't allow the engine to heat up enough for the tstats to open. Do you happen to have an IR Temp guage? FTR, they're on sale this weekend at Harbor Freight for $29.98. Not sure on your engine but I'm pretty sure the t-stats on my 140 open above 160 degrees. Someone else will probably weigh in later this afternoon to confirm and/or deny.
