Water in Alpha 1 lower unit

Few months ago I changed my lower unit impeller. Done this before successfully. This time around I have taken lower unit off a number of times due too improper fin install and water leaking into oil . ? After # 3 removal brought too a local shop . Upon pick up thought everything was done correctly .
Used boat many times and everything is working fine.
Today decided too check lower unit oil.
Opened vent, opened bottom nut and thinking too myself I hope no water mixed . Boy I was surprised all water came out, not milky all clear water
and at the very end a little bit of oil came out ????
I added fresh gear oil, It filled and came out of vent,. Figured I would monitor it but was concerned with water in oil and not too do any gear damage decided too drop oil and lower unit and find out why correct. But because I don't do this often I have no idea what I am searching for ?
I noticed o ring was not seated and bent.
Gear cavity behind water pump was loaded with gear oil ? Speaking with my fellow boater he said there should be no gear oil in there ?
Hate too bring back too this shop as his work is questionable as we can see.
I brought the water pump kit that contained various paper gaskets and a soft metal gasket that I did install. I did not change the very bottom gasket as it seemed fine and would not come apart and not too do damage I changed parts that came apart , fin, pump cover , metal etc

I have lower section off, A gasket separating water from oil is worn some were and I have no idea what I am searching for

sound to me like the water tube wasn't properly inserted when put back fig 42 in the above pic, or the o ring on the little hole fig 5 , was missing. my 2 cents
