Ive checked my manifold and riser with acetone no leaks. Ive instaled a new oem graphite gasket and im still getting water in my #3 and 5 exhaust port. Thru hull exhaust with a 15 degree slope to tips above the water line. Compression on those two cylinders is 145 160 . Is there any other way for water to be sitting in manifold and exhaust ports

Wouldn't it show low compresion with cracked exhaust seat?

At the moment I have the manifold off again. Im going to check the mating surfaces for flat. Is there anything else to check? How can I rule out valve seats?

not if the crack is above the valve seat.
the manifold has no water connection to the block, only at the riser and you said that was good. What you can do is with the exaust manifold off, rotate the motor until the exaust valve is open, Remove the large hose from the therm housing side and add water to the op-en end of the hose until full. If its a active cold crack is will be leaking water into the port.
