I've been thinknig about 30-50% water in the tank. If not a massiv eintrusion such as a hose, he's probably seeing phase seperation, where there is a bottom layer that looks like water.
Although we don't know how much he has. If it's 5 gallons of water/gas in an 80 gallon tank, then yes you could add 2 gallons of water to 3 gallons of gas after 3 years of sitting, breaking down, condensing and leaking. But not 40 gallons.
