IN CHANGING LUBE IN LOWER UNIT I FOUND IT TO BE MILKY WHITE. IS THIS AN EXPENSIVE REPAIR JOB? HOW DOES THE WATER GET IN THERE?

it can get in in a number of ways, One of the most common is tru the fill and drain plug. I would replace the drail and fill plug seals change lower unit oil and see if it did it again.
get you a manuel and read about the seals in the lower unit most things are DIY but need a manuel

To troubleshoot your lower unit for the source of the leak you can remove the lower unit and apply low air pressure using one of the oil drain holes as an inlet for your air hose. If the leak is not immediately apparent, put the unit in water, apply pressure and you will find it. If everthing is tight, the leak will be from the shift shaft seal, the drive shaft seal under the water pump, or from the propeller shaft seal. The order above is order of complexity of repair. Keep the air pressure under 20PSI.
Once you find the leak get back to us. Need to know the Model Year.
