Water in lower unit oil in my Alpha 1 ?

This season I attempted too change lower unit impeller. Have done this before. After running on ear muffs smelt a rubber smell, then noticed temp rising on gauge
System of worn out impeller. Just changed ? Dropped lower half, removing impeller and found rubber fins over heated and melted too casing of impeller housing
This happened a few times? When removing I dropped gear oil and noticed water mixing ?

Gave up this is becoming expensive and brought into a local shop I use at times. Impellers sets, expensive gear oil I saved nothing, I should have brought into shop originally

Upon picking up boat shop tells me reason for water mixing into oil I forgot too install small rubber gasket ,
He could not figure out why I was melting fins
He felt exhaust manifold was possibly N.G. causing water not too circulate ?

Well guys a tip , I did find out what I was doing wrong. I had ear muffs too far up that water was not getting picked up and after a short while I burned out impellers.
Since picking up boat I have used boat 1/2 dozen times temp holding nice and cool . Exhaust manifold is good and not needed changing

This morning decided too check fluid levels in lower unit. I clearly remember asking shop did he change impeller oil and top off ? He said yes . .
Felt no reason too double check . Remember I used boat 1/2 dozen times.
Opened vent and while opening bottom thinking too myself hope no water in oil. Was surprised ALL WATER came flowing out ??????? Not milky all clear water and at very end a bit of oil came flowing but the amount of clear water is very concerning
So guys what could this be ?
water pick up tube, gasket not installed as he said, could he have not topped oil as he said and I was using with water from last issues ?
What should I be looking for

All water and no lube, tells me no lube was put in the drive. Even a half full drive would show so milk signs.

As for water in the drive, it was not pressure tested, if that was done as any shop would do it would not have passed. Need ask the shop to stand behind their work. Figure you need a new drive now, probably would be cheaper then a rebuild. Real bummer with 2 bit mechanics
